GPT-3 is actually a computer program and successor of GPT, created by OpenAI. OpenAI is an Artificial Intelligence research organization found by Elon Musk and others in 2015 with a mission: to discover and enact the path to safe Artificial General Intelligence(AGI) or in other words to develop programs that have depth, sense, variety and flexibility like a human mind.
